I had three years left with Udinese so they had to call me back because I did so well in the World Cup and they felt now I can compete in the Serie A," he told 3 Sports.</p><p>"And that time, there were a lot of teams who wanted my signature but the concrete one was Lokomotiv Moscow. It was a huge contract offer, I said yes, so I was going to pursue that deal so when I came, Juventus wanted to sign Iaquinta from Udinese but Udinese did not let me go.</p><p>"They had to change my contract that I came with. At that young age, my contract was small pay. <p>The special prayer gathering began at 10:00 a.m. and ended at 12:00 noon, bringing together members of the Muslim community in an atmosphere of peace, unity, and faith. Men, women, and children attended the event to observe one of the most important celebrations in Islam.</p>
<p>The Eid prayers were led by Dr. Sheikh Nurudeen and Sheikh Ahmed Musah, who guided the congregation in prayers and delivered messages of peace, sacrifice, unity, and devotion to Allah.</p>

<p>The Head of the Local Government Service (LGS), Ghana, Professor Lord Mensah, has emphasised the critical role of local governance in achieving Africa’s Agenda 2063 aspirations, calling for stronger district-level systems to drive sustainable development across the continent.</p>
<p>Speaking at the Africa Day Celebration and Leadership Dialogue 2026 held at the Kofi Annan International Peacekeeping Training Centre in Accra on May 25, Prof. Mensah said Africa’s development goals could only become a reality if they were translated into practical benefits for communities through effective local governance.</p>
<p>Professor Lord Mensah said it was a privilege to participate in the Africa Day 2026 commemoration and acknowledged TheAfricanDream LLC and the Pan-African Union Agenda 2063 Diplomatic Mission for the opportunity to engage leaders in reflecting on Africa’s shared future, at the event held under the theme, <em>“Assuring Sustainable Water, Technology, Peace and Security for Agenda 2063.”</em></p>
<p>According to Prof. Mensah, Metropolitan, Municipal, and District Assemblies (MMDAs) remain the frontline institutions responsible for implementing development policies and ensuring service delivery at the local level. He noted that decentralisation was not merely an administrative process but a governance model that brings accountability and development closer to the people.</p>
<p>Addressing sustainable water management, Prof. Mensah highlighted challenges including infrastructure deficits, climate variability, financing gaps, and poor planning data. He explained that the Local Government Service was strengthening district planning systems, improving collaboration with agencies such as the Ghana Water Company Limited and the Community Water and Sanitation Agency, and promoting data-driven decision-making to improve water access and sanitation services.</p>
<p>On technology, the LGS Head said the Service was advancing digital transformation through initiatives such as the Local Government Information System, online revenue mobilization platforms, smart workplace systems, and e-permitting services. He stated that technology was helping districts improve transparency, enhance revenue collection, and support data-based planning and citizen engagement.</p>
<p>Prof. Mensah also stressed the importance of peace and security at the district level, noting that development could not thrive in unstable environments. He said MMDAs, District Security Committees, traditional authorities, and civil society groups all had vital roles to play in conflict prevention, early warning systems, and promoting community cohesion.</p>
<p>He further disclosed that the LGS was aligning its operations with Ghana’s National Framework for Preventing and Countering Violent Extremism and Terrorism through inclusive governance, youth engagement, and equitable service delivery. According to him, responsive governance and fair access to public services remain key tools for sustaining peace within communities.</p>
<p>Concluding his address, Prof. Mensah called for greater political will, stronger partnerships, adequate financing for MMDAs, and improved accountability systems to ensure Agenda 2063 succeeds at the district level. He urged stakeholders across government, the private sector, civil society, and development organizations to support local governance as the engine of Africa’s transformation.</p>

<p>Three years after first announcing plans to develop a policy framework for the exploitation of critical minerals, the government says work is still ongoing on what is expected to become the country’s main regulatory guide for the emerging green minerals industry.</p>
<p>The delay comes at a time of intensifying global competition for minerals such as lithium, graphite, manganese and rare earth elements, driven by rising demand for electric vehicles (EVs), battery storage systems and other clean energy technologies.</p>
<p>The prolonged wait for a dedicated framework has also raised concerns among resource governance experts, who warn that Ghana risks missing a narrow window to secure stronger industrial and fiscal gains from the global energy transition economy.</p>
<p>Competing mineral-producing countries are increasingly moving to attract processing investments, strengthen local participation and negotiate better value-retention terms as demand for transition minerals accelerates globally.</p>
<p>It would be recalled that the then Minister of Lands and Natural Resources, Samuel Abu Jinapor, announced in May 2023 that a technical committee was finalising a policy document on the exploitation, management and utilisation of green minerals, including lithium, for Cabinet’s consideration.</p>
<p>“Our goal is to ensure that, as much as possible, we retain the value chain of these and other minerals in our country’s future,” Mr. Jinapor said at the time during a ‘Natural Resources Stakeholder Dialogue’ in Accra.</p>
<p>He further indicated that the government was putting in place the foundations for a “viable, sustainable, effective, efficient and environmentally-sound natural resources sector” capable of generating jobs and contributing meaningfully to national development.</p>
<p>According to him, the management of natural resources should not only focus on extraction and protection, but also on sustainability, environmental preservation and ensuring optimal benefit for citizens.</p>
<p>However, nearly three years on, the policy remains under development, with the country’s maiden lithium agreement now ratified.</p>
<p>Speaking in response to questions on the status of the framework, the Minister of Lands and Natural Resources, Emmanuel Armah-Kofi Buah, said the government was still at the consultation and engagement stage.</p>
<p>“I want to say that we are working on the policies. We are still in a very early stage of engagement on a Green Minerals Policy, which is very important,” he said on the sidelines of a meeting with the Ghana Chamber of Mines in Accra.</p>
<p>The comments come amid growing debate over how Ghana intends to govern the exploitation of critical minerals, particularly following Parliament’s ratification of the country’s inaugural lithium lease last year.</p>
<p>That development sparked national discussions around royalty rates, local content provisions, value retention, downstream processing and whether the country is securing sufficient long-term value from its strategic mineral resources.</p>
<p>The Natural Resource Governance Institute (NRGI) Ghana Country Manager, Patrick Stephenson, has cautioned that Ghana’s opportunity to establish itself meaningfully within global lithium and transition mineral value chains remains limited.</p>
<p>According to him, decisions taken over the next few years will determine whether the country succeeds in capturing long-term industrial and fiscal benefits or continues the long-standing pattern of exporting raw materials while higher-value activities take place elsewhere.</p>
<p>The experts maintain that a dedicated policy framework will be critical in shaping the country’s approach to licensing, local participation, strategic partnerships, environmental safeguards, revenue management and downstream industrial development.</p>
<p>The policy is also expected to define Ghana’s response to growing calls for African resource-rich countries to move beyond extraction into higher-value processing and manufacturing linked to the global energy transition economy.</p>
